Carmel Justice Court has canceled all cases, including traffic cases scheduled for Monday, March 16 and Tuesday, March 17.


Cold Spring Village Hall will be closed for business until further notice starting Monday, March 16th.  This includes the Village Clerk’s office, Registrar, Accounting and Justice Court.  Services such as Police, Water, Garbage and Recycling will continue as normal.

The Village of Cold Spring Justice Court scheduled for Monday March 16, 2020 at 7:00 PM is cancelled.  The Court will notify defendents by mail of their next court appearance.

In addition, all Board (Zoning, Historic, Planning, etc) meetings and Public Hearings, except for the Board of Trustees, are canceled until further notice.


Town of Cortland as of 3/13/20

  1. The Town of Cortlandt has been working with Westchester County Executive George Latimer, and the Westchester County Department of Health and Department of Emergency Services to plan and prepare for the COVID-19/Coronavirus here in our community. I have declared a State of Emergency in Cortlandt starting today.
  2. All Town Board, Planning Board, ZBA meetings as well as council and committee meetings will be cancelled immediately.
  3. All programs at the Community Center, which includes the Senior Center activities will be closed and the Youth Center, as well.
  4. Town Hall will be restricted to the public; however, all departments will be staffed and operating. For all routine business, please call Town Hall, do not come in. You can reach us at 914-734-1000 or WWW.TOWNOFCORTLANDT.COM or call the applicable department. 
  5.  All payments can be made online. Town Government will be operating but will not have visitors to our offices. If you need assistance please contact the office you need for assistance.
  6.  All Town of Cortlandt Recreation programs are suspended for a period of 30 days. If you are currently registered and enrolled in a Town of Cortlandt Recreation program, you will receive a pro-rated refund or account credit. Registration for spring/summer programs will be accepted online only at WWW.TOWNOFCORTLANDT.COM/RECONLINE .
  7. Nutrition and Meals on Wheels will continue to provide home-delivered meals as scheduled to our seniors from our Center. However, all other Senior Programs are cancelled.
  8. The Town is currently identifying all Town employees that can work remotely and will continue to make business continuity a priority.
  9. The Town continues to be in regular communication with the County, as well as neighboring school districts and other agencies. We will continue to provide updated information as we receive it.

In New Rochelle As of 3/16/20 at 3:00 p.m.

Effective at 8pm tonight, all gatherings of more than 50 people are prohibited throughout New York, and all bars and restaurants will be closed, except for takeout. Theaters and gyms will also be closed. By contrast, supermarkets, groceries, pharmacies, and gas stations will remain open throughout this challenge and are well-supplied.

Effective tomorrow, City Hall will be closed to the public, but all essential municipal services, such as sanitation, Police, Fire, and emergency medical response will continue to operate and parks will remain open. As of  March 18th, all Town and Village of Ossining Parks and Cemeteries Closed Until Further Notice All sports fields and courts, playgrounds, dog parks, and pavilions will be closed until further notice. Our waterfront parks, walking and jogging trails will remain open, however, social distancing is strongly encouraged at these locations.

The Ossining Senior Nutrition Program at the Joseph G. Caputo Community Center will transition to only serving home-delivered meals starting Friday, March 13. All events and programs at the Senior Center have been canceled for the foreseeable future.


In Peekskill, as of Monday, March 16th, the Neighborhood Center dining room is closed to all senior nutrition program members.

Meal delivery service is available for dining room participants.

To receive a meal:

  1. Call: 914-734-4251 the day before to make a meal reservation.

For example:
To receive a meal on Monday, call by Sunday night.
To receive a meal on Tuesday, call by Monday night.

  1. Seniors can expect their meal to arrive between 9 AM – 1 PM and must be home to receive their meal
  2. Daily phone call reservations are required for continued deliveries.

Peekskill Parking Violations Hearings for March 24th is postponed.

Peekskill Youth Bureau are cancelled through April 12.

Peeksill Recreational programs at Kiley Center will be cancelled through April 12.


Philipstown Recreation has canceled all classes and programs from  March 15 – March 22.


Putnam County Executive MaryEllen Odell has declared the State of Emergency for Putnam County effective through March 27 at 11:59 p.m.

Updated as of March 15:

Putnam County Executive MaryEllen Odell ordered all public daycare centers which are regulated by New York State, including but not limited to all large and small day care centers, nursery and preschools, prekindergarten and head start programs, in Putnam County closed for five (5) days  effective 12:00 a.m. on March 16, 2020.  The closings were ordered out of an abundance of caution and in an effort to continue to follow the guidelines being issued by federal and state agencies regarding best practices to reduce the spread of COVID-19.

Additionally, the County Executive has issued Executive Orders canceling or postponing all social, community, public gatherings or events, including Putnam County-sponsored events where it is anticipated that more than 20 people will be in attendance and also ordering all food service establishments, including delis, supermarkets, grocery stores and catering facilities to cease all buffet style service and sales.

As of March 13:

With the State of Emergency declared, Odell issued an Emergency Order to suspend all classroom and extracurricular functions and close all public and private schools throughout the county as of Monday, March 16 for an initial five day period, with an option to extend it for another five days.  No classroom or extracurricular activities may take place at the schools.

In addition, Putnam County Sheriff Robert Langley suspended all visitation to the Putnam County Correctional Facility effective Monday,  March 16th.

Putnam Senior Center will be closed Monday, March 16 through and including Friday, March 27. Meals will instead be delivered at home for those who need them.


  • All Westchester County Board and Commission meetings have been suspended until further notice. In lieu of an in-person meeting, Commissioners, Directors and Board Leaders may hold a telephone conference call.
  • Glen Island Park is closed to the public. Glen Island Harbour Club remains open for events.

  • With authorization from the State Commission on Corrections, the following precautionary measures are being taken at the Westchester County Jail:
    • In-person visitation for family and friends has been suspended.
    • Residents will still be allowed in-person legal visits, and the ability to telephone or video visit (skype).
    • All volunteers have been suspended from coming into the jail.
    • NOTE: At this time, no one who has tested positive for COVID-19 is in custody.

The Westchester County Board of Legislators will exercise Governor Andrew Cuomo’s Executive Order No. 202.1, “Continuing Temporary Suspension and Modification of Laws Relating to the Disaster Emergency,” effective March 12 through April 11, which temporarily suspends portions of the New York State Open Meetings Law.

As a result, the Board will hold next week’s Committee meetings “without permitting in public in-person access.”  Per the Executive Order and longstanding Board practice, the public may view and listen to the Committee meetings both in real-time and as archived through our website, Westchesterlegislators.com. Yorktown as od 3/15/20

The orders are:

  1. Access to all town-owned buildings (other than the Yorktown Police Department Headquarters and the Yorktown Justice Court) is restricted to town employees only.
  2. No more than two individuals at a time may occupy the lobby of the Yorktown Police Department Headquarters. No more than one party at a time may occupy the lobby of the Yorktown Justice Court.
  3. The town’s Building Maintenance Director shall forthwith purchase and install a secure drop box outside of Town Hall for the public to use. The drop box shall be emptied once every business day at 9 a.m. At the town’s discretion, documents received by the town via the drop box by 9 a.m. may be deemed received by the town on the previous business day.
  4. Town employees that have been identified by town department heads and approved by the supervisor may work remotely.
  5. All child care facilities in town shall establish staggered pickup and drop-off times in a fashion designed to reduce crowding in entrances and hallways by at least 50%.

Yorktown as of 3/14/20

Yorktown Supervisor Matt Slater issued three emergency orders Saturday to address the spread of the COVID-19 virus in the community. The orders are:

  1. All owners and managers of residential buildings within Yorktown with more than six dwelling units, as well as all homeowners associations, condominium boards and cooperative boards in Yorktown must provide town officials with reliable emergency contact information. The information should be sent to jbelcastro@yorktownny.org by 5 p.m. on March 18 in the following format: building address, full name, telephone number and email address of a primary and secondary emergency contact person.
  2. All permits and licenses issued by the town to door-to-door peddlers and solicitors are suspended.
  3. All entities that provide home health aide services within Yorktown shall ensure that their home health aides are screened for warning signs of COVID-19 and cleared before beginning any new assignments in Yorktown.

As of 3/13/20 – Yorktown Declares Local State of Emergency to address the spread of the COVID-19 virus in the community.

  • The Town Board has cancelled its March meetings; the emergency declaration allows the town government to implement any policies as needed.
  • The Nutrition Center will be closed until April 1st. Staff will be enhancing the meals on wheels program to deliver to seniors who rely on town services.
  • All extracurricular activity at the Albert A. Cappellini Community and Cultural Center will be suspended until April 1st.
  • Staff who enter occupied homes for inspections or repairs will only do so for emergencies until April 1st.
  • The John C. Hart Memorial Library will limit its capacity during operating hours and it will close on Sundays until April 1st.
  • Governmental meetings will continue, but public hearings will be postponed until April.
  • Yorktown Stage will close through April 1 and their production of The Sound of Music scheduled for the end of April is canceled.
  • SOAC Basketball’s season finale scheduled for next week is postponed to an undetermined date in April.
  • Maple Weekends at Hilltop Hanover Farm and White Oak Farm on March 21, 22, 28 and 29 are canceled.
  • Hilltop Hanover Farm’s Pancake Breakfasts are canceled.
  • The housing voucher program (Section 8) at the Cappellini center will only accept mailed applications.
  • Cleaning in Town Hall of doorknobs, handrails and light fixtures four times a day.
  • For any/all inspections needed to be completed to continue construction, the building department will accept a letter from any design profession with pictures.
  • The Water Department is splitting its staff into two groups, a regular shift (6:30 am to 2:30 pm) will have 6 workers and a second shift (3 pm to 11 pm) will have 3 workers.
  • Sewer Department daily activities will be limited to tasks required to keep our facilities in regular working order, i.e. preventive maintenance, repair, inspection and related work tasks.
  • Any employee who is out of the country will be put on a two-week paid administrative leave before returning to work.effect.
