The United Way of Westchester and Putnam is accepting applications for Phase 41 of the Emergency Food and Shelter Funds available through the Local Food and Shelter Program (EFSP) Boards. This program provides federal funding which helps to extend currently available services for the hungry and homeless. The deadline for submission of completed applications is 4 p.m. on Monday, September 30, 2024.
The Emergency Food and Shelter Program National Board, which is chaired by the U.S. Department of Homeland Security’s Federal Emergency Management Agency, announced the following allocations:
Putnam County was awarded $8,868 for Phase 41.
The spending period for Phase 41 is from November 1, 2021, to December 31, 2024.
United Way of Westchester and Putnam is the administrative agency of the Local Emergency Food and Shelter Program in Westchester County and Putnam County.

Eligible applicants must: 1) be nonprofit; 2) be eligible to receive federal funds; 3) have an accounting system or an approved fiscal agent; 4) conduct an annual audit if awarded $25,000 or more in federal funds; 5) practice non-discrimination; 6) have demonstrated the capability to deliver emergency food and shelter services; 7) have a voluntary board; 8)have the capacity to either chargeback or expend Phase 41 funding during the jurisdiction’s selected spending period; 9) must be able to completely and accurately obtain, retain and submit required documentation with reports; use DocuSign and online reporting.
All agencies applying for EFSP funds must provide their UEI number and FEIN in their applications. Failure to provide these numbers will prevent or delay the release of funds to agencies if they are awarded by the Local Board.
The numbers may be obtained, as follows:
• Unique Entity Identifier: If your entity is registered in SAM.gov, you already have your UEI, and it is viewable in SAM.gov. Remember, you must be signed in to your SAM.gov account to view entity records. All SAM.gov registrants have been assigned their UEIs and can view them in SAM.gov.
If an agency does not have a UEI, it can be requested in, and assigned by, SAM.gov.
• Federal Employer Identification Number (FEIN) – FEIN numbers are issued by the Internal Revenue
Service (IRS) at no cost. Apply for FEIN – www.irs.gov
